MSU WHHP: Element 7 - Public Education and Participation

The goal of the MSU WHPP Education and Outreach Plan is to create awareness about MSU's groundwater supply and its importance, and educate the campus community and the general public about how their actions affect groundwater quality. The plan outlines a public outreach and education program that focuses on the nine campus groups: the MSU Board of Trustees; Deans, Directors, and Chairpersons from appropriate departments; Students; University Faculty and staff; Farm Managers; ORCBS staff; staff from the MSU Power and Water and Grounds Maintenance Departments; and staff from the Department of Police and Public Safety. Since the MSU WHPAs extend offsite, education of the general public regarding the MSU WHPP is as planned.

Education and Outreach Materials

A variety of outreach methods and materials will be utilized to reach the various target audiences.

  1. MSU WHPP Slide Program - A PowerPoint presentation has been developed that provides an introduction to the MSU WHPP. It includes the background of the statewide WHPP, the goals for the MSU program, and information about each program element.

  2. MSU WHPP Website - You Are Here
A website to provide introductory information about general groundwater issues, the University's water supply, and the MSU WHPP.

  3. Web-based Training Module - In order to provide more detailed information about the MSU WHPP to staff whose work includes handling hazardous materials or who are based within the WHPAs, a web-based training module has beendeveloped. The module includes background information about the program in addition to information about the contaminant source inventory, contingency plan, and best management practices. It is modeled after highly successful modules that are currently in place in the ORCBS.

  4. WHPP Press Release - A news article that describes the MSU water supply and the WHPP has been written and distributed for use in several University publications that target students and staff.
  5. Consumer Confidence Report - This annual report is provided to water customers. It outlines specific information about MSU's water system and water quality. It is distributed to all staff, published in the campus newspaper, and instructions on how to obtain a copy are posted in all residence halls and on the university's cable TV station. Future reports will contain information about the MSU WHPP.

  6. WHPA Zone Signage - Signs defining the WHPAs are placed at the perimeter of the WHPA. Below are some pictures of these WHPA signs.

  7. Cooperation with Related Programs - the MSU WHPP education and outreach efforts are linked with several existing environmental programs for maximum impact. These include:

    • Capital Area Groundwater Alliance - This regional wellhead protection education effort is a collaboration of communities who are members of the Tri-County Area Groundwater Management Board. As a active member of this group, MSU will participate in the development of a number of outreach materials, including a recognizable logo and tag line for the group, a display board, a general informational brochure, and a groundwater video that will be aired on PBS.

    • MSU Water Action Through Education and Research (MSU-WATER)
A campus-wide watershed management initiative that involves numerous departments and colleges. MSU-WATER, will assess the current state of the water that runs through campus and the influence of MSU on the water. A watershed management plan will be developed and implemented for the East Lansing campus, which will include an extensive education and outreach component. The MSU Team will work with this group to explore the possibility of joint educational materials for the various target audiences.

    • University Committee for a Sustainable Campus
This committee's functions include guiding the assessment of the University's energy, water, and solid wastes and serving as a clearinghouse of campus environmental research, teaching, learning, and service activities. The groups advises the University community on recommended policies and actions to conserve resources and create a sustainable future. The MSU Team members will share information and maintain communications with this group.
